Per the ACE people 'pipeline issues' are still holding up the work near Pomona.
I wouldn't expect to see serious DT work east of Guasti until the Milliken RR flyover is complete.

OTOH a few new box culverts between Pomona and Ontario would let them build seven miles of new main on the Alhambra sub. Short sidings on the Al side pretty much require eastbounds to go through Riverside.
