My apologies if I inferred that the Dynamic Brake Holding [DBHF] feature was a result of FRA insistance. Whether Chico's Fan Club decided they'd make it a system mechanical upgrade, make it mandatory on W/B freight over Cajon, already filtering into the fleet, or what have you, it was sporadically equipped on power, and the hog did not realize that he could get his dynamics back if he recovered from a penalty or emergency application, as testified.

DBHF is now standard and older power so equipped and has a tag mounted to the control so stating. Very soon after this incident, an accelerated process of implementing this feature was seen.
