Wonder if this is related to the Longshore Workers Union protests in Longview ??? Several of their leaders have been run up on Federal charges for blocking BNSF tracks & dumping grain from covered hoppers, all because a grain exporter in Longview tried to go non - Longshore Union.
Of course, the tampering, while unexplained in detail, could be crack - heads stealing wire. If they were stealing CTC wire ,it would affect train operations. Keep in mind BNSF has a " Centralia South " dispatching district, from Centralia to Vancouver, WA.
