To say the grant is for "...service" is a bit reaching.
Much of the money goes towards replacing the roof at Union Station (how many grants have been granted for "replacing the roof"?), a little bit for Union Station trackwork, and yet another sum of money to pay for more consultants and attorneys to "plan" for passenger rail (on top of the dozen or so other rail plans that are collecting dust in libraries.)
With all the money spent just replacing the damned Union Station roof we could have built a 21st century train station that is a testament to the future, not a relic of the past. I love Union Station but we're spending more money on that albatross than actually serving the residents of our state with efficient transportation options.
