The San Diegans-Surfliners are 403(b) trains. This means 1) they are state funded inter-city trains and 2) Amtrak currently has the statutorially given divine right to operate all inter-city services, long-hauls and 403(b). No contract operator can bid on these services because there is no bidding process, unless Amtrak decides on its own to give up the operation. Amtrak doesn't have divine right to intra-city trains, commuter trains, which is what the Coasters are. So are the Peninsula trains, which can go to Salinas if desired, a distance just short of 115 miles.

There was a total of 0 San Joaquins after Amtrak took over in 1971, and this situation lasted for a year or two.

At the moment, all 6 of the daily trains in each direction are State-funded, 403(b) trains.

>None of the Capitol Corridor trains were Amtrak at the time of changeover.

There were 0 Capitol Corridor trains until 1992, over 20 years after Amtrak took over. The last SP equivalent, trains 223/224, was discontinued c1963 and trains 101/102, today's 5/6, were tri-weekly.

>All are state-funded.

And all are 403(b) trains (except 5/6 of course), administered by the CCJPA (Capitol Corridor Joint Power Authority), with BARTD overseeing the money distribution. The effort to create a JPB for the San Joaquins failed in the early 1990s because of intra-county squabbling.
