Each regular run had its own assignment, which were bid by seniority choice. Passenger runs typically went high. Vacancies were covered by the Conductor's Extra Board or Brakeman's Extra Board as the case may be, and extra board crews would work any assignment called for. At one time there were separate extra boards for passenger and freight, but by the time of the photo they had been combined. Only trainmen that had "marked up" their uniform (i.e., had one) were supposed to be called for passenger service, but as Mistertower explained in his post, if they were out of people and they needed to fill a vacancy, they'd take whomever they could get. Ask 'em to dress up nice. Maybe take a shower first.
