If a trainman working a pool freight run had a uniform and made himself available, he would be called. If his "car" went out of town while he was on the passenger run, I think he also got paid for that run concurrently. I never really understood all the details, so I might have them a little confused. It could pay off like a slot machine and was called "black market".
