Kalispell railroad removal

Newsline from monday, city of Kalispell wants tracks out of downtown for bike trail and retail expansion,and etc... sound like a familiar Watco tune as on PCC in Moscow and Pullman. Did Watco buy these lines after initally leasing them from BNSF?? If they bought the line this project makes even more sense as Watco could cash in on the land sales too. Anyone know?
