The pouches, holsters, etc., are attached to the horizontal fabric strips on the outside of the vest, along with an equipment belt that also attaches to the vest in the same way. The vest itself has layers of Kevlar inside, plus internal pouches for ballistic plates to protect against small arms (i.e. 7.62 mm or .30 cal.) fire. It's based on a similar vest used by the Marine Corps and Navy SeaBees.
