Storing ammo is quite a science. The old Navy boxcars were only used on base and probably were not used for long term storage (loaded). Trains arriving with ammo boxes would immediately be broken up and placed in the revetments as noted in the photo. I wouldnt expect the loaded Navy cars to just be sitting around in a railyard...even on base.
Now days ammo is all shipped in overseas shipping containers and arrives to the shipping port by train or truck or both.
Back in the day..the Navy manufactured and stored its own ammo and bombs; places like McAlister OK, Crane IN and Hawthorne CA. Combining things after Vietnam, the Army took over all that and that began the demise of all those Navy boxcars.
