Much of this depends on what direction or attitude you take.
Carsh survivability requires the equipment to be heavily engineered. The additional strength usually required often makes the vehicle heavier - which means it must be capable surviving a collision of collision with a greater mass. At some point, the combination of velocity and mass makes it either unlikely to survive the collision/impact or is impractical from a cost or design standpoint.
Another option is crash avoidance - basically focusing technoloy on preventing the collision or impact from happening in the first place.
Of course, we tend to pick the extremes - either ignoring the issue, or regulating it to death.
