Signal at 2031 seems blank on one side

I have been railfanning at the Metrolink Station in San Clemente at MP 203.1 and have noticed that the signal remains off instead of red when a train approaches 201.1 north of the Metrolink Station. It used to turn on at about east CP Sierra or Doheny State Beach until Mid October. Now when the train passes to the south the red turns on as the train is passing the station. Has anyone else noticed this? I was wondering how come it changed? Any info would be appreciated
