PNW Question - F59 work in Tukwila

On Saturday I was driving on West Valley Highway in Tukwila. Just south of Strander Blvd. I had a quick glimpse of what appeared to be an Amtrak F59 in Surfliner colors just to the west of the highway. It was under some sort of carport-type shelter. Perhaps its been covered here before, but is there some sort of repair facility there that Amtrak uses? It looked somewhat odd having a passenger unit all by itself next to a warehouse-type building.
