I'm sorry, but I am a little confused. I have not had a lot of time to read the news recently, but didn't I read on this forum that HSR was being cut from the federal budget, due to the failure of the "supercommittee?" The fact the executive branch is funding HSR and the legislative is defunding it begs the question in my mind whether this is real or simply a numbers game.
