It was a severe yawing problem with the HTC trucks after a certain amount of wear at speeds over 50 on curves greather 1.5 degrees, or something like that, and the problem wasn't limited to Amtrak. It occurred with all locomotives equipped with this truck (3 axles with the center axle off-center). The fix was the addition of that shock absorber, actually a vibration dampener, on both ends of the middle axle.
