Any sane person would have repaired the bridge w/o permits as an emergency fix. I bet the permitting process has to do with it being owned by the State University. However, that should have cut some red tape.

Maybe it is time to do what others have suggested and have the local county act as the permitting agency for everything, and let the other agencies concentrate on make regulations, and over site as they were setup to do.
