Red tape this thick is common for that area. It's a protected waterway that empties into into a federally protected marine sanctuary just a mile or so downstream. Throw in the fact the surrounding land is controlled by Cal Poly SLO and you add more layers of fun. You would think someone in the organization would have realized tossing riprap into the creek without permits would end badly, but call it a lesson learned.
