Visit To Southern Santa Barbara County-Pacific Coast Line

While visiting Santa Barbara and Carpinteria CA, I noticed trackwork on the Pacific Coast Line. Appears laying ballast and swapping out ties. New ballast was laid on the outside of the tracks and piles on ties were thrown down either few hundred feet or so. If you have any particulars, please add.
