I always thought that most basic timetables were free.
Certainly the Amtrak national and regional TTs are free
at the local stations.
And, yes, the state of North Carolina has a PDF version
of the in-state service (primarily Raleigh-Charlotte) TT
on its Rail Division Web site.

Yes, I have paid for timetables in Europe, but these were
comprehensive country-wide timetables the size of a hefty
paperback book. Smaller timetable pamphlets for regions
or specific lines were always free.
Of course, the Altamont Press TTs would be another matter,
but for me the first thing that came to mind when reading
the initial post in this thread was that someone wanted a
comprehensive passenger TT for California.
And, yes, I've paid for most of my Altamont Press TTs, with
the exception of a few that Rob sent me many years agon in
exchange for other material.
