My first driver's license was a piece of stiff blue paper with name, address and a signature line. That was it. After college, I moved to another state, via the Rock Island RR and easily traded my blue paper license in for a laminated piece of plastic with a photo. Moved again, to another state, and easily traded one piece of laminated plastic for another piece of laminated plastic.
Moved again. This time no easy trade. Had to provide a copy of my birth certificate.
You are right Dr. Z, we are not at KGB standards, unless you leave the country and try to reenter. But, if you are a member of the "tinfoil hat" brigade, we are working on it.
