Usually when a shortline leases a line from a R.R. like UP, there is usually a clause in the agreement that if the owning R.R. takes back the line, the Shortline or other operator will be re-imbursed for the expenses made to improve the line when the shortline operated it. However, painting locomotives is not part of that, but, for example, a Bride over a Highway would be one example. Another would be installing ties on the track. Another would be replacing crossing lights with LEDs.
