If UP is unable to find an operator to replace SERA, given the minimal amount of traffic being received by the Santa Cruz customer, it seems unlikely that UP would be prone to continue service there for very long without a substantial surcharge. With the small number of carloads, it appears that the inbound traffic could easily be transloaded at Watsonville to trucks, for delivery to Santa Cruz.
I guess we'll see.
