Last I heard, Congressional "looting" of the RRB funds, the way it has been done with SSI, has never occurred. In fact the RRB will be solvent for something like 5 or 6 decades to come. It's one of the few things Labor and Management consistently agree on: lobbying Congress to keep their greasy paws off the RRB funds. The change in the RRB law during the late 1970s/early 1980s was to ensure long-term funding because beginning about 1960, there were more employees retiring than being hired -- contributions were down and quickly reaching the point of not being able to cover the pay-outs.
Once you retire, you cannot seek employment in the craft you had when you were working. The limitations on post-retirement employement earnings decrease or dissappear once you reach age 66.
