I have copies in hand of the contract between WURA and Hammond & Co. and Hammond's work plan for 2012, with some longer-range indications. It's an ambitious plan, but WURA is not required to put any $$ into the deal. WURA is providing its rolling stock in addition to No. 19 and other YW equipment, but all cash investment is to come from Hammond and any grants he and WURA can obtain. If things go south, Hammond loses, not WURA. It's all in black and white, and WURA spent considerable effort making sure it was protected in the drafting of the contract.

I know some of the WURA board members. They have not put one cent of local taxpayer money into the railroad and are dead set against doing so. (Yes, I know the state grant and loan to buy the line was public money.)
