Mystery psgr. cars in North Van, BC.

So I received an email today, thusly:

The other day I was going by Washington Dry Dock in North Vancouver and noticed 3 or 4 passenger cars on a rail barge. They were too far away to better identify, but the paint was two medium-blue stripes separated by a gray-ish window band. One car was a dome.

Anyone know what they are?
