The only way it might go into full fuel is if the linkage from the governor somehow jammed the rack in the full open position. But then the OS would probably trip, killing the engine by shutting of the air in Detroit/GM motor vehicle size engines or disconnecting the rack from the governor on an EMD size version. In the case of lube oil getting in the airbos(es) and then being sucked up into the intake ports, the oil will burn just like diesel oil, and the engine will runaway.
