I was not using California as an example.
However, you are using an incorrect statistic. When comparing private and public sector wages (and you need to do this for positions requiring similar educational backgrounds and, where relevant, professional backgrounds (i.e. PE for engineerings), you need to compare average individual retirement benefits. Use of total unfunded benefits means nothing to me.
If the pensions are unfunded, then it's very possible that the retirement benefits will not be paid.
Thus, my original comment is still valid.
