Here is the info direct from the Amtrak website.
I would NOT WAIT to ride until last 2 days being detours because sometimes these
work project get DONE EARLY by 1 or 2 days.
I just do not want anyone to be disappointed if the UP gets the Coast Trackwork done early by 1 or 2 days.
That has happened on PRIOR SCHEDULED detour days with the Amtrak Coast Starlight via Tehachapi.

Train 14 Operates Nonstop Los Angeles - Oakland: February 1 - 8 and February 16 - 19, 2012

From February 1 through February 8 and February 16 through February 19, Train 14 will travel on an alternate route from Los Angeles to Oakland and will not stop at any intermediate stations. Passengers may contact Amtrak for other trains or Thruway motorcoaches serving stations between Los Angeles to Oakland.
