With respect to the Hours of Service compliance, about 15-20 years ago the railroads were actively trying to run around the intent of the law by hiring signal maintainers who were contractors with the excuse that "the law says railroad employee, and these are contractors, not employees". Fortunately, this loophole has been closed.
