There are Port [Districts] in lots of places that aren't served by ships. In many cases they act as form of an industrial development agency. In yesterday's Trainnews was a story about the Port of Quincy (in eastern Washington). While the Columbia River is not that far from Quincy, there is no possibility of barges that far upstream.

Also in Washington state, north of Spokane, the Port of Pend Oreille owns and operates the Pend Oreille Valley Railroad (POVA).

There is no water based shipping anywhere in the area.
