I thought I saw one of those tiny "news" items in Trains about a short section of trail someplace back east (upper NY state?) that was converted back to rail for a branch line that was being reactivated. Can't find a reference though. Google can be obtuse at times. In any case, the exception more or less proves the rule - while it might be theoretically possible to reinstate rail, the trail people once there will make it painful to do so.
