As a public service I tried again.
Commented as Anonymous, got the "Captcha" screen, which didn't happen the last time I tried, "scrolled" down to the "Publish" "button", "pushed" same and got a message that the "Comment will be visible after approval".

There you go, PDX...
ball's in your court now.

One final thot... there's a lot of "white space" between the comment box and the publish button, looks like you should remove a whole bunch of "line feeds" so that the Publish button falls directly below the Comment button.
