Don't remember all the limits off-hand, but freight is restricted to 49 mph in dark territory (passenger is higher, maybe 59?) and passenger is restricted to 79 mph without some kind of ATS/CCS/etc.

IIRC the ATS on the Needles District was discontinued with permission and because Amtrak did not want to pay for it.
