The unfortunate group caught in the middle are the citizens of Roseburg who stood to benefit from the State $$ in their town. ODOT was forced to play the best card that they had though.

Currently working on a project in OR that requires ODOT involvement reveals that there are (at least a couple of) not-nice people there. I can see Dick's point about kissing @$$ first hand.
