Sensitivity is everything and most scanners don't have the sensitivity needed to bring in those RR channels sufficiently and quickly. Amateur radios on the other hand have what is needed although not all of them do. Yaesu & Kenwood mobiles & handhelds (HT) do.
The new narrowband step is 12.5 kHz for the transmit side of things. As long as the radio or scanner has the sensitivity and a wide range of steps that include the 12.5 kHz, there should be no problem. Of course having the right antenna helps as well. Gain is everything. The more, the better. The higher the antenna, the better overall.
The radio voice volume will need to be increased some since the narrowband requirement changes things in general without going into great detail.
The mentioned amateur radios have a receive sensitivity of between 0.16 to 0.20 uV (microvolts).
Not many scanners have this capability. Some do, but many do not. Hence the reason as to why having a amateur radio to listen to the RR's is far superior to most scanners!
