Quiet Zones: Political / Constitutional Issues

Heya folks,
Okay, so I have to write a research paper regarding a bill I'd like to propose for my AP Government class, and decided to write one which would impose additional regulations on QZ-ing crossings--more precisely, making "smart technology", GPS sensors or wayside horns would be madatory requirements.

I managed to find several Trains magazine articles on the technical depth of the subject, but have found no talk of political leanings.

That being said, here's what I need (Quoted this directly from the rubric):

iii. Discuss any legal or Constitutional issues raised

iv. Discuss the political issues. Expand on the parties and interest groups
discussion from “bill” assignment. Who is in favor, opposed, why?

If anyone could link me to some good articles or editorials which address this, please reply.
