If only one Talgo set is coming back on-line early, it's possible that the Seattle-Vancouver route could get it. Because of the train's schedule, the rolling stock used on it is "captive", that is, it doesn't fit into the pool of trainsets used between Bellingham and Eugene. Until more Talgos return to service, it might make sense to leave the conventional sets on south of Seattle.

That captive nature of the train is why, when one of the Talgos went to CEECO in Tacoma for repairs and overhaul, Amtrak and WSDOT put Superliners on the Vancouver run. They could very easily put this single Talgo back on and release the Superliners back into the national pool of cars.
