They don't call it traction without a reason. With most axles driven and not having to carry the weight of the generating equipment, 8-10% grades are no problem. Look into electric railroading a bit and see what grade profiles electrified lines traverse. There is a reason some railroads electrified , and it wasn't for cleaner air.
