The Wallowa-Union is owned by the two counties, and was an abandoned rail line purchased for the purpose of maintaining the transportation infastructure for economic development. The Eagle Cap Excursion Train was likewise established as part of the economic development goal to attract additional visitors to the area. The railroad has not been economically viable, and does not have any freight customers or any immediate prospects of any substantial industry that would support rail service.
Court Hammond et al responded with a proposal that appealed to the Wallowa-Union board and local citezens since it met their two biggest criteria - it will not be a liability to the counties or board, and the railroad is going to bring additional visitors to both counties.
Based on the previously released proposed business plan and schedule, anyone with any experience would probably question it, since it seems to only be supported by fiction and foam (in my opinion), without even considering anyone's reputation.
THis June, July and August will result in either the biggest surprise (aka miracle) in the tourist rail industry, or prove the fate some of us are predicting. A substantial number of promises have been made to the citizens of Wallowa and Union counties, they will be the ones to suffer.
