Depends on what you mean by "NE Oregon." CP, Soo, Canada grain hoppers are standard on UP grain trains down through north Idaho and Spokane. They originate in the U.S. northern plains, enter Canada above Portal, ND, re-enter the U.S. at Eastport, ID, then on down the Snake and Columbia rivers. If your grain train was moving east of Hinkle via the Blue Mountains, then perhaps that was a detour that's NOT using BNSF or MRL.
BNSF and MRL are currently handling detours of UP trains that would normally operate north of Sandpoint. Haven't seen an exact breakdown of which symbols are taking which detour, but logic would suggest that manifests and potash are what are using BNSF Sweetgrass-Shelby-Whitefish-Sandpoint, while grain trains are coming across on BNSF and MRL.
What I haven't learned is how UP is dealing with its interchange off POVA and servicing the lumber mill at Moyie Springs. The 54 Local normally gathers the POVA traffic and Moyie loads and tucks them away at Samuels for a southbound manifest to pick up. This allows the manifest to stop and work without having to block major crossings. Problem is, Samuels is just north of the washout/derailment site, so those POVA cars can't get there right now. Haven't had my ear to the radio much the past two days, so I don't know whether UP is moving the POVA cars from Boyer/North Sandpoint down to Vay or some other point for manifests to pick up.
