What is the definition that carriers use to determine what a long or a short distance train is???

What is actually the determnining factor to which decides from the criteria that carriers use to determine what is a long distance as opposed to a short distance passenger train?
I have riden on Amtraks Capitols and San Jaoquin trains and I have noticed that the makeup of the two(2) trains is about the same hence about five (5) cars and no baggage or dining car yet one train is reserved like a long distance train is with chacked baggage service as well but the other isn't.
Where is the checked baggage shipped on the San Juoquins anyway as there is no apparent baggage car that is obvious?
