Judging by the photo dates, the flooding indicated must have occurred at about the same time as the infamous Vanport Flood (May 31, 1948, as I recall), which wiped out the Vanport neighborhood in north Portland near what is now the Expo Center and Delta Park.

The TriMet MAX Yellow Line passes through this area, and the public art on display at its Delta Park station depicts the vanished neighborhood.
