Last time I checked the city's website, the leading plan was to actually move the masonry station building (sans express building) a block to the north, fronting on H street instead of I street. Then they were to expand a trapazoidal concourse out the rear to access an elevated walkway to several platform tracks and bus and light rail loading zones. The building itself was to remain as the main front entrance to the station, and have other commercial uses added as well - similar to what was done to the Washington D.C. Station.
As to "leaving ATSF locmotives outside" - the last time I checked, locomotives have been known to actually roam the outdoors, rarely comming inside. Silly cheeky little engines I guess. But never saw one get hurt just by playing outside though.
As to the vandalizm, its the people! When do you suppose WE will start teaching our kids not to wreak stuff!
