Congress did the same thing to social security recipients: if you worked less than 10 years under the RRB, as I did, were in the military for less than 20 years (I was), worked for a public agency of any type, including local government and also worked enough total years to be covered by social security upon reaching retirement age, your SS amount is cut by more than 50%, because you worked long and hard enough to have a local agency pension in addition to the SS.
I guess the Congressional budget cutters felt that someone who worked that much would qualify as "rich" and would not therefore qualify for the same SS amount that any multi-millionaire retired CEO would get in full. Doesn't matter that you served your country...that service is discounted by Congress when it reduces SS, a portion of which is based on the time in the military. Doesn't matter if you worked two jobs, or kept working at a "post-retirement" job or second career.
Doesn't matter. Oh, and that law also doesn't allow the already-reduced-amount recipient to benefit from his or her spouse's SS coverage. Zero!
