Co-operation between agencies on projects, such as the repair or replacement of the rail bridge used by the water district to support its pipeline can produce wonderful results through sharing of costs.

My question about rails and trails is why can't we have both? Don't rail right-of-ways have enough space for both a trail and a track? A fence could separate the two.
