Mike-- Amtrak has been using all kinds of volunteers for a very long time and still has them.
The "Station Host" program is just one example, created by my good friend Doras Briggs in Emeryville, CA.

Another program is the "Interpretive Guides" (docents) that ride the trains and talk on the PA system, telling the passengers the history of the area they are passing thru.. I used to work this trick myself on the Coast Starlight. I might be going back next year and possibly also do the Empire Builder route..
