Your knee-jerk reaction misses the point. While the museum may be ADA-compliant in general, many pieces of equipment are not (and cannot be made so within the context of historical preservation). While historic passenger cars are specifically exempt, other rolling stock is not. All you need is one proactive disabled person (or advocate) to complain, and you will soon find that since they cannot ride in a caboose, no one can. All the "great people" who volunteer at the museum won't be able to do anything about it.
