10-hour calls

10-hour calls would certainly simplify a crewmember's personal planning. However, someone will need to explain how it would work for the carrier and the crewmember's pay.

Let's say Engineer K C Jones ties up at 801 pm and (assuming he wasn't on duty 12+ hours) he does a full tie up with all requisite data and then goes on his merry way. If he was on duty more than 12 hours he does a quick tie up but that is another story. The current HOS rule says he must have 10 hours undisturbed so either:

- The carrier notifies him at the time of tie up when his next tour begins
- Sometime late the carrier determines when he'll be needed and gives him a 10-hour call

OK. Let's say KC heads for home, pays a bill, watches TV and drops off to sleep. Now the carrier decides he’s needed and calls him at 2 am for a noon start. Not the greatest, but OK, he can probably get back to sleep. KC wakes up at 8:00 am with time for a few things before heading back over to the yard office. Unfortunately, “his” train was involved in a crossing accident and has been impounded by the coroner. At the same time a grain train (behind KC's train) was suddenly released by a customer (crew dispatcher only found out about it a few minutes ago and behind that are two coal trains and, naturally an intermodal train. So what does the carrier do? Let KC and the other crews come on in and hope the trains get in soon enough for them to get over the road before they expire? Can we set the calls back and pay some sort of penalty? Current Agreements may not and a 10 hour call provision certainly does not allow that. What if one of the other crewmembers called for the other trains suddenly gets sick or wants to go hunting or has a car accident or . . . .
