Santa Cruz Branch Sale ?

Does anyone know why the last part of the line past the Highway 1 crossing is not part of the sale anymore?

In the last document I saw it said that the track past the crossing will not be able to be used for switching and is not part of the sale. Maybe I am wrong but that is how I read it.
