At speeds around 10 mph, the SD45(-2) derated to 3000 hp to stay within adhesion limits of the era. So in reality, an SD45 did not have any more drag tractive effort than a SD40(-2). Once you typically got around 15-20 mph, their was no real advantage in an SD compared to the same GP design. The extra 600 hp of a 45 just allowed them to move a train a little faster at speed. But if you ran a "fast" railroad, there was no real advantage considering the cost of an SD45(-2) compared to a typical GP40(-2).
